History of the Academy
Today the Academy is a Federal HEI that is financed from the state budget. The RF Government issued a resolution to found the Intersectoral Bank and Financial Institution Officer Advanced Training Institute at the Ministry of Finance in 1988. The Institute then was reorganized and the Advanced Financial Training Institute was formed. The Budget and Treasury Academy of the Ministry of Finance of the Russian Federation (ABIK) was formed as per the RF Government Resolution in 1996 (Resolution No. 1151-p of 18 July 1996). The Academy became successor to the above Financial Institute. The Ministry of Finance of the Russian Federation is the Academy founder. The Academy Charter is approved by the Minister of Finance. The Academy is an entity that acts as a research center and does the research for the Ministry. It is an institution that operates under a license issued by the RF Federal Service for Supervision in Education and Science (License No. 10396). A state accreditation agency issued an appropriate certificate to the institution that gives the right to the Academy to render educational services within the Russian higher education system (Certificate No. 1206).
The Academy offers further education programs, advanced training courses and programs of study to experts in budget issues, budgeting, treasury process, fiscal control, taxation, financial market issues, accounting, audit, banking, insurance, financial management, public and municipal management, public and municipal finance, and other disciplines. Today the total number of disciplines taught here is 201.
The Academy renders the educational services within the framework of a multi-level continuous education system. The system developed by the Academy staff includes the following:
· Post-secondary schools;
· Preparatory programs and access courses for the applicants who would like to be enrolled into the Academy;
· Undergraduate Bachelor, Master and Specialist degree programs;
· Postgraduate degree programs;
· Doctoral study programs;
· Further education programs for university graduates/tertiary education degree holders;
· Short-term further education programs and advanced training programs
Faculties
There are three Faculties at the Academy. They are: the Faculty of Finance, the Faculty of Accounting and the Faculty of Management.
Today the Academy offers the following programs:
• Finance;
• Accounting, Account Analysis and Audit;
• Public and Municipal Management;
• World Economics.
The Academy Bachelor and Master degree programs include Business-Oriented Computer Science and Economics.
The concentrations include: Public and Municipal Finance, Financial Management, Banking and Strategic Public Management.
The Financial Research Institute
The Financial Research Institute (FRI) was founded in the late 1930-s. The FRI was made an integral part of the Budget and Treasury Academy of the Ministry of Finance of the Russian Federation in 2005 as per a decree issued by the RF Government in order to better integrate the research into the routine operation of the educational services provider.
The FRI mission is to develop further the financial theory, and to develop the recommendations to be used by the decision-makers in order to address the pressing issues related to the financial backing of the country sustainable social and economic development.
The Academy is an institution that is developing fast. The Academy management is planning to form new faculties and offer new programs in line with the Russian national educational standards. It is also planned to further develop joint programs with partner universities and offer double degree programs to students. One of the goals the Academy is trying to reach is to ensure its position as one of the leaders of the educational services market and research-related services market.
